Overview
This Board has the responsibility to hear applications for capital borrowing and help applicants follow a sound financial plan.
Eligibility
Municipalities,Rural Communities, Water and Wastewater Commissions, and Solid Waste Commissions are the local authorities/agencies required to apply to the Municipal Capital Borrowing Board for authorization to borrow for capital expenses.
Description
Departmental staff can provide advice and assistance to applicants, when preparing applications to the Board, including the scheduling and amortization of loans.
A guide to municipal capital borrowing is also available to provide useful advice on developing an effective five-year capital plan. The hearing of applications also provides a legislated public forum where concerns by municipal residents, about intended borrowing, can be considered.
